These moulds were used for making thick cards, used by stationers. To speed drainage, the cover wire is quite coarse. Tearing wires are stitched to the surface to make thin lines in the card making them easy to tear to size - in this case 75 x 100 mm.

Note that the tear "wire" is actually a composite structure, roughly triangular in cross section.
